Role Summary: Assistant Manager, Public Sector Consulting


The successful candidate will be an integral member of Grant Thornton’s Public Sector Consulting team, fully responsible for leading and executing all consulting engagements related to the Public Sector, including but not limited to Public Financial Management (PFM), Programme Management, Capacity Assessments, Capacity Building, Monitoring and Evaluation (MSE), Governance Reforms, and Institutional Strengthening. He/she will represent the firm professionally, uphold its values, and drive high-quality delivery in engagements involving government entities, development partners, and donor-funded programs.


Essential Duties and Responsibilities:



  • Lead and execute all consulting assignments related to Public Sector Consulting spanning PFM, programme management, governance reforms, fiduciary risk assessments, institutional capacity building, and broader public sector reforms.

  • Manage fiduciary reviews, verification assignments (as Independent Verification Agent), and assessments of Government service delivery mechanisms, ensuring accuracy, objectivity, and actionable recommendations.

  • Provide strategic advisory support to public sector clients on policy, governance, institutional reforms, and performance improvement.

  • Develop, review, and submit high-quality proposals, expressions of interest (EOIs), concept papers, and technical documentation in response to donor, government, or development partner consulting opportunities.

  • Proactively build, maintain, and expand relationships with key stakeholders, including government agencies, development partners, donors, and sector influencers.

  • Mentor, coach, and supervise project teams, ensuring technical quality, timely delivery, and professional growth of team members.

  • Contribute to departmental strategic planning, revenue growth, and market positioning, driving innovation to the firm’s public sector consulting offering.

  • Represent Grant Thornton in external forums, workshops, and engagements as required to promote the firm’s expertise and thought leadership in the public sector consulting space.


The Ideal Candidate Should Have:



  • Bachelor’s degree in Accounting, Finance, Economics, Public Administration, or related field.

  • Professional qualification (e.g., ACCA, CPA, or equivalent) with 4 years of post-qualification experience.

  • Postgraduate qualifications in Public Financial Management, Public Administration, Economics, Development Studies, or related disciplines will be an added advantage.

  • At least 5–7 years of progressive experience in Public Sector Consulting, with a solid track record in PFM advisory.

  • Proven experience working with Government ministries, departments, agencies, and Development Partners.

  • Demonstrated expertise in proposal writing, bids, and donor-funded consulting assignments.

  • Strong project management, stakeholder engagement, and team leadership skills.

  • Excellent Microsoft Office skills.
