The Uganda Editors’ Guild (UEG) was formed in April 2019 and incorporated on March 17, 2020 to contribute towards deepening media independence and press freedom in Uganda and beyond by bringing together senior editors, scholars of journalism and media studies for fraternity, networking, fellowship and leadership. Our vision is to foster a professional and viable media that effectively plays its role in advancing a democratic society. At core the philosophy behind the Uganda Editors’ Guild is that editors must lead from the front in pursuing media freedom, and that we must produce journalism worth fighting for. The Guild has over 65 subscribing editors from all over the country as well as associated supporters/members in the form of journalism training schools and associations working in the area of media freedom, journalism safety and freedom of expression. UEG is a founding member of the East African Editors Society and enjoys brotherly relations with the Editors Guilds of Kenya, Tanzania, West Africa, South Africa and Ethiopia. UEG seeks a Consultant to lead the development of a News Media Ombudsman / Public Editor Guide for news media organisations and platforms in Uganda. UEG co- Page 2 of 3 implements this initiative with the African Centre for Media Excellence (ACME) under the M-SPACE project. With the goal of promoting self-regulation, the guide will institutionalise audience engagement, enhance ethical journalism, and mainstream complaint-resolution mechanisms in Ugandan newsrooms and news platforms. UEG is leading this initiative as a partner in the M-SPACE consortium supported by the Danish, Swedish, Dutch and Irish Embassies through the Promotion of Accountability, Civic Engagement and Rights (PACER) programme.


2. Objectives a) To develop a practical, contextually-grounded guide for news ombudsmen and public editors in Uganda. b) Strengthen media accountability and public trust.


c) Ensure inclusivity by paying attention to the interests of women, youth, people with disabilities and rural journalists and media).


3. Scope of Work The Consultant will:


a) Lead all aspects of the assignment, including research, drafting, and validation.


b) Design methodologies and tools for data collection, information gathering and stakeholder consultation, as the case may be, including regional emphasis on West Nile, Karamoja and Northern Uganda.


c) Benchmark on African and international ombudsman and public editor models and adapt them to Uganda’s context and needs.


d) Ensure that deliverables meet UEG’s standards and timelines.


4. Duration of the Assignment The assignment is expected to take 10 working days spread between June and July 2025, including travel days to West Nile, Karamoja and Northern Uganda as well as response to feedback, validation and launch of the guide.


5. Deliverables


1. Inception Report: Detailed methodology, work plan, and annotated content outline.


2. First Draft: Comprehensive guide shared with UEG for review. 3. Final Guide: Revised version incorporating feedback from UEG and stakeholders. 4. Validation and Launch: Lead stakeholder workshops and public launch. Page 3 of 3 6.


Qualifications


a) Advanced degree (Master’s or higher) in journalism, media studies, or related field.


b) At least 10 years of either senior editorial experience (e.g., editor, ombudsman, media manager) and/or academic experience involving sustained engagement with issues of media self-regulation.


c) Proven experience developing media guidelines, toolkits or similar professional resources.


d) Deep knowledge of Uganda’s news media landscape and ethical challenges.


e) Strong research, analytical, and leadership skills.
