Job Purpose    Act as the focal person for overall QHSE at the worksites (HSE requirements follow-up including ensuring all vehicles and lifting equipment are always in compliance with the contract’s requirements and applicable procedure and contractor SOP)


Activities        


HSE Program Development:



  • Develop, implement, and continually improve health, safety, and environment programs in accordance with industry standards and regulatory requirements.

  • Ensure alignment with company policies and objectives.

  • Risk Assessments:

  • Conduct regular risk assessments and hazard analyses to identify potential safety and environmental risks in the workplace.

  • Incident Reporting and Investigation:

  • Establish and maintain a robust incident reporting system.

  • Lead investigations into accidents, near misses, and incidents, determining root causes and implementing corrective and preventive measures.


Compliance:



  • Stay abreast of relevant health, safety, and environmental regulations.

  • Ensure company compliance with local, regional, and national HSE requirements. Training and Awareness:

  • Develop and deliver HSE training programs for employees at all levels.

  • Promote a culture of safety and environmental responsibility throughout the project.


Emergency Response Planning:



  • Develop and maintain emergency response plans and procedures.

  • Conduct drills and exercises to ensure preparedness for potential emergencies. Audit and Inspection:

  • Plan and execute regular HSE audits and inspections to monitor and improve compliance.

  • Collaborate with internal and external auditors to address findings.

  • Documentation and Reporting:

  • Maintain accurate records of HSE activities, including training records, inspections, and incident reports.

  • Prepare and submit regular reports on HSE performance to management.

  • Track manhours, HSE related reporting (anomaly, incident reporting etc.).



Safety Meetings:



  • Facilitate regular safety meetings with employees and management to discuss HSE topics, share information, and address concerns.


Person Specifications  


Education & Training  



  • Bachelor’s degree of Arts in Environmental Management or related field.

  • OSH Academy Occupational Safety Certification

  • Medical Fitness to work certificate


Skills & Experience     



  • A minimum experience of 10 years.

  • Good knowledge and understanding of the Ugandan health and safety legislation, guidelines, and standards.

  • Knowledge of the application of hazard identification and risk assessment principles; and Solid understanding of human factors in a workplace.
