Key Responsibilities:



  1. Strategic Leadership:

    • Drive UNCST’s vision, aligning with national development plans and global STI trends.

    • Lead institutional reforms to enhance Uganda’s STI regulatory ecosystem.



  2. Operational & Financial Oversight:

    • Manage day-to-day administration, financial operations, and quarterly reporting.

    • Mobilize resources for research and STI programs.



  3. Stakeholder Engagement:

    • Build partnerships with government, academia, and development partners.

    • Represent UNCST on national/international platforms.



  4. Human Capital & Governance:

    • Develop workforce strategies to attract and retain talent.

    • Implement Governing Council resolutions and ensure compliance.




Qualifications & Competencies:



  • Education:

    • Master’s degree in a relevant science/technology field (PhD preferred).

    • Postgraduate training in innovation/financial/business management (advantage).



  • Experience:

    • 10+ years in STI leadership, including 4+ years at executive/director level.

    • Proven track record in strategic planning, resource mobilization, and institutional change.



  • Skills:

    • Strong knowledge of STI policy, innovation ecosystems, and industrial development.

    • Integrity, teamwork, negotiation, and excellent communication.



  • Age Limit: Not older than 55 at application time.
