The WISH Dividend Policy and Systems (P&S) support an African-led, inclusive accelerated Demographic Transition (DT) and advance sexual and reproductive health and rights (SRHR) through Technical Assistance (TA) activities in 7 countries in Sub Saharan Africa. WISH Dividend P&S is a component of the wider WISH 2 Dividend, a significant investment from the British Government in DT and SRHR to unlock the potential, agency, and freedom of women and girls to achieve gender equality and is central to delivering the UK’s priorities on Empowering Women and Girls set out in the International Development Strategy. Through WISH P&S, Palladium will improve national capacity to catalyze an accelerated inclusive demographic transition and an improved enabling policy and health systems environment for SRHR.


We are building a Technical Assistance Pool of health expert interested in delivering Technical Assistance assignment for WISH P&S programme. We are therefore looking for experts with demonstrated thematic expertise on one or more of the following areas:



  • Sexual and Reproductive Health and Rights

  • Reproductive Justice

  • Maternal, Newborn, Child, Adolescent Health

  • Adolescent Sexual and Reproductive Health

  • Health Policy and Advocacy

  • Family Planning/Human Rights based Family Planning

  • Comprehensive Abortion Care/Post Abortion Care

  • Reproductive Health in Humanitarian settings

  • Programme management

  • Sustainable Domestic Financing

  • Policy and Advocacy

  • International health Regulations (IHR) Governance and Coordination

  • Human Resources for Health capacity building

  • Political Economy Analysis

  • Impact of Climate Change on SRHR

  • Impact of Climate change on Demographic Dividend/Transition

  • Social and Behavioral change/Communication

  • Networking, Advocacy, Collaboration

  • Proposal development/writing

  • Gender Equality and Women's Empowerment (GEWE)

  • Demographic Dividend/Transition

  • Epidemiology

  • Climate Change

  • CSO capacity building

Minimum Experience Required



  • Thorough theoretical knowledge of the subject area with proven ability to translate theory into practice.

  • Proven capability to provide quality assurance of the work of others.

  • Have recognised, independently verified qualifications i.e., through professional body membership.

  • A minimum of 5 years professional experience relevant to the field.

  • A master’s degree in the relevant field is desirable.
